Monitoring of the Birds Directive Annex I species and of the Special Protection Areas in 2011-2013

Abstrakt

V publikaci jsou hodnoceny výsledky třetího tříletého období monitoringu druhů přílohy I směrnice o ptácích a ptačích oblastí v České republice v letech 2011–2013. Na její přípravě se kromě čtyř editorů podílelo dalších 51 spoluautorů. Součástí publikace je také anglický souhrn a anglickým překladem jsou opatřeny rovněž mapy, tabulky a obrázky. Monitoring koordinovaly Agentura ochrany přírody a krajiny a Česká společnost ornitologická a různou měrou se na něm podílelo 439 spolupracovníků. Vyhodnoceny jsou výsledky monitoringu, který se týká 45 druhů přílohy I a všech 41 ptačích oblastí vyhlášených v ČR. Texty věnující se jednotlivým druhům zahrnují seznam ptačích oblastí, v nichž je druh předmětem ochrany, i dalších ptačích oblastí, v nichž se druh vyskytuje, významné aktuální informace a publikace o druhu, stručný popis metod a rozsahu monitoringu, hodnocení výsledků monitoringu, změn v průběhu celého období monitoringu 2005–2013 a stavu druhu z hlediska ochrany přírody. V textech jednotlivých ptačích oblastí jsou stručně okomentovány změny v ptačí oblasti, metody a rozsah monitoringu, představeny výsledky, hodnocen vývoj populací předmětů ochrany, uveden výskyt dalších druhů přílohy I a zhodnocen stav z hlediska ochrany přírody. Data z monitoringu slouží pro účely výzkumu, orgánům ochrany přírody na všech úrovních pro zajišťování druhové a územní ochrany ptáků, autorizovaným osobám při posuzování vlivů koncepcí a záměrů, investorům pro včasné informování o zájmech ochrany přírody již v počátku přípravy záměru i k plnění povinností vyplývajících z členství České republiky v Evropské unii.

Abstract

The publication presents the results of a three-year period of monitoring of the Birds Directive Annex I species and of the Special Protection Areas (SPAs) in the Czech Republic in 2011-2013. Apart from four editors, 51 authors worked on the task. The book includes a summary in English and the headings of all maps, tables and figures are also translated into English. The monitoring was coordinated by the Nature Conservation Agency of the Czech Republic together with the Czech Society for Ornithology and a total of 439 collaborators took part in collecting the data. The results of the monitoring of 45 Birds Directive Annex I species and of all the 41 SPAs designated in the Czech Republic are evaluated. The texts on individual bird species list the SPAs, where the species is the target feature, as well as other SPAs where it occurrs. Important up-to-date information about the species and its conservation status is given together with the description of monitoring methods and scope, evaluation of the results as well as the evaluation of changes in the whole period of 2005-2013. In the texts concerning individual SPAs, changes in the areas are briefly commented, methods and scope of monitoring are described with presentation of the results and the changes in the status of target features of the areas. The occurence of other Annex I species is overviewed and the conservation status of the area is evaluated. The monitoring data can be used by nature conservation autorities at all levels of species and area protection, for further research, and for environmental impact assessment. The collected data are also used for reporting, thus fulfilling one of the obligations of the Czech Republic arising from its membership in the European Union.
